Open Enrollment is year-round.

  1. The minimum requirement to apply is to be a graduate of V.E.T.I. or a graduate from a recognized Bible school with the equivalent of 2-years of formal Bible training. If you graduated from a Bible school other than V.E.T.I. contact the school and request to have your your official transcripts send to Victory Outreach Bible College, 250 W. Arrow Hwy. San Dimas, Ca. 91773.
  2. Complete application form.
  3. Two letters of recommendation (a personal and ministry reference).
  4. One letter of recommendation from the senior pastor of your church.
  5. Personal essay.
  6. A $25 non-refundable application fee.  Send by cashier’s check or money order to: Victory Outreach International, Attn. VO Bible College, 250 W. Arrow Hwy., San Dimas, CA 91773.

  1. A completed application is required before you can register for class.
  2. Once your application and all supporting materials has been received (references / essay) it will be reviewed by the Admissions dept.
  3. You will then receive, by email, approval with instructions how to pay for tuition or you will be asked for additional information.
  4. After a successful payment has been made you will receive an email with instructions concerning the campus, and course information.
  5. The campus manager will then contact you to confirm your attendance to class.

42 units are required to  complete the Bachelors of Christian Ministry program.

A.  Total tuition for Victory Outreach members is $2990.
Cost per unit = $71.20. Cost of tuition does not include books and fees.  See fee section below.

B.  Total tuition for Non-Victory Outreach members is $3990.
Cost per unit = $95. Cost of tuition does not include books and fees.   See fee section below.

PAYMENT PLANS AVAILABLE:  (For Victory Outreach Members)

  • Option A: Tuition payment in full for the entire program, $2990 minus 3% discount ($89.70) = $2900.30
  • Option B: Tuition payment in full per class (Cost per class varies since there are 1-4 units per module @ $71.20/unit).
  • Option C: Tuition payment plan per class divided into three payments (plus a 3% payment plan fee).   For example if you enroll in a 3-unit course, multiply the cost per unit times three (3 x $71.20= $213.60) plus add a $3.80 per payment = $75 per payment 3/$75 = $225.

The minimum investment to begin your studies at Victory Outreach Bible College is: $25 (application fee) + $38 (enrollment fee) + course textbooks.

A one-time $38 enrollment fee will be added to your first V.O.B.C. course.  The fee covers the following:

  • Facility fee
  • Student Services fee
  • Technology fee
  • New Student fee


  1. What is the application deadline?  Applications and the supporting documents are due two weeks before the start of the module.

  3. If I only have a few classes remaining to complete my degree at VETI, can I begin VOBC while taking courses to finish VETI?  It is absolutely essential that you have completed all of the course requirements at VETI in order to be admitted to VOBC.
  4. When are the courses typically taught?  Most classes follow a Saturday schedule.  Online classes will be taught one night a week (usually Tuesdays or Thursdays from 6-10 pm) and Saturdays 8am-12pm or 1pm-5pm.
  5. How long are the classes on Saturday?  A typical module schedule runs from 8:00 am – 5:00 pm on Saturdays.  It takes about 3 Saturday sessions to complete a 7-unit total module.
  6. What are modules?  Modules are clusters of courses taught together (or one after the other) for the sake of strategically connecting the overlapping course themes and points of convergence in an effort to provide an in-depth student learning experience in the subject at hand.
  7. Can I simply register for one course at a time?  Yes, but we highly recommend that you enroll in all of the classes in one module before enrolling in other courses.  A module consists of two or more courses.
  8. In a standard module will I have the same professor for both courses? Sometimes a professor will teach more than one course in the module.  It will depend on the expertise and availability of the professor.
  9. Is financial aid available?  No.  The cost is intentionally low but competitively priced to make VOBC affordable and accessible.  Payment plan options are available and they function to make the educational costs more manageable by spreading the payments out over the entire year or allowing for students to Pay As They Go according to their financial ability to do so.
  10. Do I have to commit to pay for the entire year up front?  No, but if you do there is s 3% discount.  You can pay per class or per module module (group of classes).
